I believe this object, like many other objects found in Northern Chinese tombs, to have been built originally for Xiongnu nobles (probably by Chinese hands). Upon the collapse of Hunnic power, many of these objects were looted by Xianbei tribes and other steppe peoples. They probably found their way back into Chinese hands during this period. It could, of course, have been owned by Southern Xiongnu nobles as well. In either case, the object is identical to Hunnish dragon terminals that appeared centuries later.
The day after I posted my reconstruction, the museum removed the object from its online collection. A strange occurrence that prevented me from including certain information here such as measurement and where it was found. Though If I remember correctly, it should have been in the tomb of a certain King Mu of Zhongshan.
